base vs highline?

Alright stupid question but I don?t see the difference in a base neon and a highline neon? I ran a vin check and it said mine was a highline? How is it a highline with manual locks/windows?

Highlines came with no power options. My old '98 highline didn't even have A/C.

Yeah, highline is the newer 'base' model.
Mine only had a/c and an autotragic.
